The cost of the Free Library enterprise out of the rates is about £10,500 per year. For libraries and museums a rate of 2d. in the pound is available; but the whole proceeds of a 2d. rate have never been spent. The libraries and museums are managed by a committee composed of nine members of the City Council and six co-opted citizens, who now are selected because of their suitability for the work they have to do.
